Opt-Out/Waiver

If you do not want the Student Health Insurance Plan, you must decline or opt-out of coverage by submitting a waiver. You may only opt-out of coverage during the following Waiver Periods:

Fall Semester: 07/15/2024 - 09/06/2024

Spring/Summer Semester: 12/02/2024 - 02/15/2025

Summer Semester: 04/15/2025 - 06/02/2025

Texas State University Waiver

Health Insurance Waiver Request for International Students

For students attending Texas State for one semester or less, contact International Student and Scholar Services by emailing [email protected] for special waiver instructions.


All international students are required to enroll in the AHP University Health Insurance Plan (SHIP) unless a waiver is submitted and approved. The waiver process must be complete each semester. International students can request a waiver to SHIP but must demonstrate that they have equivalent, alternative health insurance coverage. In order to, be approved for a waiver, your alternative health coverage must meet or exceed the requirement. Notification of acceptance or rejection of this request will be sent to your school’s email within seven business days.

In the event you are covered by an existing health insurance policy, you may be eligible to decline and waive out of the student health insurance plan. In order to be eligible to waive, your coverage must meet or exceed the following standards:

  1. You must submit proof to AHP. Attach a copy of the front and back of your health insurance card and a copy of your Medical Insurance policy to the waiver form.
  2. You must have coverage through a U.S. employer or government sponsored health insurance. Coverage must meet the following minimum requirements:
  1. Out of pocket costs may not exceed $9,450 per year for an individual
    OR $18,900 per year for a family
  2. Unlimited Coverage for injury or sickness
  3. Coverage for preventative care at 100% in network including immunizations, physical exams and birth control with no cost sharing
  4. No pre-existing condition limitations
  5. Essential benefits as defined by the ACA (Affordable Care Act) must be covered; (No internal caps on essential benefits, including mental health, pregnancy, prescriptions, surgery, emergency room, doctor visits, hospitalization, physical therapy)*
  6. Have a phone contact within the United States
  7. Proof of health insurance provided in English and US currency only
  8. Medical Evacuation coverage to home country is $50,000 or more
  9. Repatriation coverage is $25,000 or more

If your alternate health insurance plan does not include medical evacuation and repatriation, a rider must be purchased providing coverage at equal limits. Waiver requests received without proof of medical evacuation and repatriation, will be provided the option to purchase Academic Emergency Services (AES) coverage prior to the waiver deadline.

  1. Ambulatory (i.e. Outpatient) patient services
  2. Emergency Services
  3. Hospitalization
  4. Maternity and newborn care
  5. Mental health and substance use disorder servicesincluding behavioral health treatment
  6. Prescriptions drugs
  7. Rehabilitative and habilitative services and devices
  8. Laboratory services
  9. Preventive and wellness services and chronic disease management
  10. Pediatric services for oral (dental) and vision care up to age 19. 

IMPORTANT INFORMATION- Please have all your proof documentation scanned and ready to submit at the time you submit your online waiver. If your plan does not meet the requirements listed above, your waiver will be denied. Please compare your plan to the requirements then submit your waiver.

AHP reserves the right to deny your waiver request based on the Texas State University's waiver criteria. You will receive an email confirmation from AHP once your waiver request has been received. You will also receive an email from AHP to notify you if your request was approved or denied. If your request is approved, please allow 7 business days for your health insurance fee to be removed. You will receive an additional email from International Office to let you know when the health insurance fee has been removed from your bill or if you can expect a refund.
